    At our January meeting Mary Chabot, a longtime member of SWCLA, will tell us all we need to know about lead paint, how to properly remove it, and the legal consequences involved.

    All members whose dues are up to date will be sent a link to the meeting via email. From that email, all you have to do is click on the link and it will bring you to the meeting.

    Please note that when you join the meeting, and you can do so early, you will be placed in the Zoom Waiting Room. We set the meeting up this way because we hold our executive committee meeting from 6:00 ~ 7:00.     This presentation will teach the basics of water submetering. Why we should, what it costs, and how to bill compliantly. In particular, we will review:

    • Motivating horror stories of tenant water usage gone bad
    • Basic cost/benefit analysis and ROI
    • When to install meters
    • Which types of meters are available
    • Upgrading or verifying low-flow fixtures
    • How to get the town or city to sign off
    • The legal framework for metering
    • The MassLandlords invoice which facilitates monthly or quarterly billing
    • Frequently asked questions for submetering

    Attendees will leave knowing that water submetering is a good goal to work towards, and knowing the next steps to take when ready.

    Director, MassLandlords, Inc. Doug was a founding member of MassLandlords in 2013. He became the association’s first Executive Director under new bylaws in 2014. Since then, he has scaled the organization from a core of 160 members in Worcester to approximately 2,200 dues paying businesses from Pittsfield to the Cape, and from an all-volunteer team to approximately 20 full and part-time staff plus 50 volunteers. Doug has been instrumental in advancing democratic governance mechanisms, including score voting for policy priorities and a staggered and democratically elected Board of Directors. Doug also oversees the RentHelper spin-off, which is expanding access to electronic banking for those of us who are unbanked or underbanked. Prior to MassLandlords, Doug held leadership roles in various Massachusetts startups, two of which are still operating. Doug holds a Master of Science in Aerospace Engineering from the Massachusetts Institute of Technology.

    This presentation will cover the recent decision to overturn the Boston eviction moratorium. In particular, we will cover:

    • Choice of Forum: Eastern Housing Court
    • The plaintiffs in the case.
    • The memorandum of law filed against the case.
    • The court’s plain language decision.
    • The ongoing appeal by the City.
    • To “stay” or not to “stay”….tbd

    Before ending we will open up the discussion to landlord-tenant legal logistics in today’s pandemic world.

    Attendees will leave knowing what happened in Boston and what the implications are for eviction moratoria in other municipalities. Attendees will also have the chance to ask questions about civil procedure. Speakers cannot give legal advice at this presentation.

    Attorney Greenman has a solo practice with a main office in Watertown and additional office in
    Downtown Boston. Her practice consists of a broad range of real estate-related legal matters,
    including commercial and residential landlord/tenant disputes, condominium association representation,
    general real estate litigation and commercial and residential real estate closings. Attorney Greenman
    has a well-respected reputation for aggressively advocating for her clients’ goals and ensuring beneficial
    outcomes at a reasonable cost. She was among the first attorneys to take legal action in response to the unfunded eviction moratorium and has been working as co-counsel on a pro bono basis with the recent Boston Eviction Moratorium.

  • Statewide Virtual Meeting Tue Jan 18: Rental Assistance Public Records Lawsuit

    This presentation will review the public records lawsuit MassLandlords has filed against the Department of Housing and Community Development (DHCD).

    To be fair, many people at DHCD and the Regional Administering Agencies (RAAs) have worked extremely hard under difficult circumstances to ramp up the rental assistance program. And overall, they have listened to our suggestions for improvement! But one-third to one-half of all applications for assistance are closed for being “timed out.” When we asked DHCD for the data to study the problem in-depth at our own expense, they refused, citing privacy. We will explain:

    • What we are asking the court to do.
    • Who is supposed to do it.
    • Why we care to see these public records.
    • When we might have an answer.
    • Why we don’t expect to find DHCD terribly at fault (but some RAAs should be worried).

    This event is going to be light on slides and heavy on discussion.

    Did you know the RAAs are written into the budget by name each year? Close to $1 billion was controlled by roughly twelve no-bid contracts. The state refuses to let us see how they are performing. Attendees will leave knowing why this is a problem and the steps we are taking to bring transparency to rental assistance.

    . Attorney Vickery practices law in Western Massachusetts where he focuses on landlord-tenant law
    (representing landlords in Housing Court) and discrimination defense (representing business owners in the Massachusetts Commission Against Discrimination).
    He graduated from Oxford University (Jesus College) with a BA in Modern History; obtained his Post-Graduate Diploma in Law from the University of the
    West of England in Bristol; his JD from Boston University School of Law; and his Masters in Public Policy & Administration from the University of Massachusetts,
    Amherst. Attorney Vickery served one term on the Governor’s Council (the elected 8-member body that approves or vetoes the governor’s choice of judges in Massachusetts) and on the State Ballot Law Commission. As Legislative Affairs Counsel for MassLandlords he drafts bills, bill summaries, and testimony in the area of housing law,
    and writes amicus briefs in cases that have strategic significance for rental-property owners.

    This presentation will review new state and federal incentive programs to overcome housing barriers for those currently experiencing homelessness. We will learn about:

    • Signing bonuses
    • Holding fees
    • Permanent subsidies
    • Supportive services
    • And more!

    These programs do not require landlords perform charity or waive any application requirements. They intend to work within your existing application process to make applicants currently in unstable housing competitive among all applications you may receive.

    Attendees will leave knowing where these programs are available, what they entail, and where to go for additional information.

  • Statewide Virtual Meeting Mon Jan 31: Rental Forms Overview, Electronic Signatures

    This presentation will be an overview of the rental forms available at MassLandlords.net. We will review each step of the tenancy lifecycle, from applications and screening through to move out or eviction. Attendees will see and learn about our:

    • Applicant Qualifier
    • Phone screening prompt sheet
    • Tenancy at will
    • Standard form lease
    • Notices to quit
    • Security deposit receipts
    • Tenant lead law notification
    • And much more.

    This presentation will begin with a short set of slides on electronic signatures. Yes, you can have tenants sign electronically! We will share the names of some third-party services that offer electronic signatures. The remainder of the presentation will be a live demonstration of the MassLandlords.net/forms pages and actual documents.

    Public attendees take note: Downloadable copies of the MassLandlords forms are included with membership, not with this event ticket.

    Attendees will leave knowing which parts of their business may have paperwork gaps, how to fill those gaps with the forms available from MassLandlords, and when to contact an attorney for customized paperwork.

    Rental Forms Overview

    This presentation will be given by Doug Quattrochi, Executive
    Director, MassLandlords, Inc. Doug was a founding member of MassLandlords in 2013. He became the association’s first Executive Director under new bylaws in 2014. Since then, he has scaled the organization from a core of 160 members in Worcester to approximately 2,500 dues paying businesses from Pittsfield to the Cape, and from an all-volunteer team to approximately 20 full and part-time staff plus 50 volunteers. Doug has been instrumental in advancing democratic governance mechanisms, including score voting for policy priorities and a staggered and democratically elected Board of Directors. Doug also oversees the RentHelper spin-off, which is expanding access to electronic banking for those of us who are unbanked or underbanked. Prior to MassLandlords, Doug held leadership roles in various Massachusetts startups, two of which are still operating. Doug holds a Master of Science in Aerospace Engineering from the Massachusetts Institute of Technology.

    focusing on multi families in the greater Worcester area. Having
    worked in high level IT his whole life he looks at things from a
    different perspective which he applies to real estate. He
    became a Real Estate agent in 2015 and now primarily focuses on
    Sober living facilities for people recently out of drug and alcohol
    treatment centers. Patrick sits on the statewide MassLandlords Board of Directors.
