Section 8 Loss of Voucher and Appeal

Most rental voucher programs require loss of a tenant's voucher when that tenant seriously violates the terms of his or her tenancy, yet this isn't necessarily what happens in real life. Conversely, tenants sometimes lose their vouchers for reasons that might not be considered sufficient cause for eviction. Why is this, and how is the appeals process supposed to work? Focusing primarily on the Section 8 program, the largest of the subsidy programs, we seek to understand how subsidy termination appeals work in theory and in practice; and what is the role that landlords might play in that process.

Attendees will learn how to better communicate consequences to renters who may not be following the rules, how to protect other landlords and how to protect themselves.
