Statewide Virtual Meeting Mon Apr 24th: MassHousing Programs: Gateway Housing Rehabilitation Program and Tenancy Preservation Program

This presentation will give attendees a comprehensive overview of the Gateway Housing Rehabilitation Program (GHRP) and the Tenancy Preservation Program (TPP).

About GHRP

GHRP supports projects in the 26 Gateway Cities and 7 similarly-situated Municipalities as identified by DHCD to address building and safety code violations or blighted conditions in 1-4 family residential properties.

$2.2M in grant funds are available in FY23, and an additional $2.3M+ is anticipated to be made available in FY24. Applicants may request up to $125,000 per eligible, affordable unit.

Eligible properties must:

  • have current health and safety or building code violations or be at risk of losing insurance coverage due to blighted or substandard conditions.
  • be 1-4 unit residential buildings or buildings suitable for 1-4 unit residential use.
  • Uses can include demolition, acquisition, renovation, reconstruction, or adaptive reuse.

Eligible Applicants include:

  • Municipalities & Municipal Authorities
  • Community Development Corporations and Non-Profits
  • For-profit Developers and Landlords

A 15-year affordability restriction is required to be recorded for all assisted units.

About TPP

TPP helps landlords and renters when a person's disability is destabilizing a tenancy. We will cover:

  • TPP eligibility, including what’s considered a disability and how is it connected to the lease violation:
    • Hoarding.
    • Dementia.
    • Domestic violence.
  • How to access TPP services either by:
    • Filing in court, or
    • Referring before court.
  • What a successful TPP intervention entails
  • and more!

The Tenancy Preservation Program can be incredibly helpful in certain situations where a tenant could be successful if they received non-financial help and services. TPP is not a rental subsidy program.

Attendees will leave with knowledge of the program, confidence in working with a range of TPP-related disabilities and conditions, and pro tips for getting renters in need the help they deserve.

David Eng has worked on issues of housing and homelessness for persons with disabilities for 30 years. He works in the Housing Stability Department at MassHousing, where he manages inter-governmental collaborations and partnership programs. He previously worked for the MA Department of Housing and Community Development and the Department of Mental Health, as well as nonprofit, service provider agencies.

Part of this event will be presented by Beverly Estes-Smargiassi. Beverly Estes-Smargiassi has 40 years of experience working with municipalities and developers on housing and community development programs and projects. She works in the Equitable Business Development Department at MassHousing as the Neighborhood Stabilization Program Manager, overseeing GHRP along with the Neighborhood Stabilization Program and other grant resources. She previously worked for the City of Boston for 11 years, and for numerous Massachusetts municipalities and community development corporations managing housing and community development programs and projects.

She is a member of MassLandlords and the National Association of Realtors.
