Part II: Main Presentation, ERAP
This presentation will introduce the new Emergency Rental Assistance Program (ERAP), a dramatic federal expansion of rental subsidy accessible through the state safety net. Your renter may be eligible for up to 15 months of assistance for arrears, going forward rent, and utilities.
We will start with a review of how the ERAP program works:
Is my renter eligible?
Does it matter if they are undocumented?
How long does it take?
Where do I apply?
We will then place this program in context:
How is this different from RAFT?
Can I apply for ERAP if I already got some RAFT?
What if we get rejected by RAFT?
Are there special processes for project vouchers or tax credit buildings?
Attendees will leave knowing whether and where to apply for ERAP.
Part of this event will be presented by Jodi Smith, Senior Vice President, Housing Education Services, Way Finders. Jodi is an experienced MassLandlords presenter. She is an expert in low income housing tax credits, the United States Department of Housing and Urban Development (HUD) programs, and Massachusetts affordable housing programs including RAFT. She is a licensed real estate salesperson and also a REALTOR. She holds a Master’s Degree in Social Work from Springfield College.
Part of this event will be presented by H. John Fisher of Way Finders. John Fisher has bought, sold and managed rental properties for more than 45 years. He has also worked on and off with Way Finders (formerly HAPHousing) for more than 20 of those years in many roles, including that of a Hearing Officer. John is also the author of the landlord textbook Property Management Manual for Massachusetts Rental Owners, which is now in the fourth printing of its sixth edition. He is a Certified Massachusetts Landlord™.
Networking time will be moderated by Rich Merlino. Rich has managed apartments since 2003 and prides himself on his mostly plagiarized systemization of each aspect of property management (learn from the best!). He is a member of the MassLandlords Board of Directors.

Mass Save® and associated programs are offering landlords full building insulation, air sealing, and weatherization with generous incentives. All through 2021, for 1-4 unit buildings, “generous” means no-cost (100% covered by the program) for rental units. For landlords with 5 units or more, it will depend but it’s still very good. There is no catch: we have already paid for this on our utility bills, in the “Energy Efficiency Chg” line item.
If you previously tried to get insulation and gave up, or have been considering insulation, then this is the presentation for you. Work is being done to streamline the process regardless of the income levels of your renters. For example, a mix of Section 8 and market rate renters in the same building will not stop your plans for greater energy efficiency.
If your building needs and can accept insulation, then you might save thousands of dollars per unit in capital costs covered by the program, depending on your property. Full energy savings accrue to you or your renters, reducing operating expenses, turnover, and/or vacancy costs. Saving up to 30% off your energy bill is possible with attic and wall insulation.
This program follows strict COVID-safe protocols:
Energy audits can be done remotely and jobs can be scheduled in the future.
Wall installation typically does not require entry into units and is performed safely from outside, with full masks and social distancing.
(Depending on your property there may be areas better insulated from inside or only accessible from inside: behind the weather head and electrical meters; brick and aluminum siding; low setback walls. COVID-safe protocols still apply inside.)
Note that buildings must be insulation-ready: knob and tube and other issues will have to be dealt with first.
Additional incentives are possible after the initial energy audit, but are not the focus of this presentation: 0% financing for boilers, heat pumps, etc. This is a presentation about insulation and air sealing, not boilers.

The CDC eviction moratorium has been extended to June 30, despite lawsuits pending in Texas and Ohio. Closer to home, cities like Cambridge, Framingham, Salem, and Somerville continue to enforce their own local eviction moratoria. At what point does it end?
At this event, we will review the legal arguments and decisions in the Texas and Ohio cases. We will look anonymously at issues brought to MassLandlords’ attention. And we will theorize on the interplay between these moratoria and state and federal subsidy. If the landlord is made whole, is that constitutional? What if the landlord cannot be made whole?
Residents of communities with eviction moratoria in place are welcome to bring their specific concerns. We will not be giving legal advice. This presentation will not create an attorney-client relationship. The purpose of bringing up concerns will be for MassLandlords staff to note your situation and follow-up.
Part of this presentation will be given by Richard D. Vetstein, Esq. Attorney Vetstein is founding partner of Vetstein Law Group, P.C.. He is a nationally recognized real estate attorney and litigator. Recently, Rich was lead counsel in the successful federal legal challenge to the Massachusetts Eviction Moratorium, which received national and statewide publicity. Rich’s legal analysis has been quoted in the Boston Globe, Banker & Tradesman, Wall Street Journal’s SmartMoney.com, Bloomberg News, and Massachusetts Lawyers Weekly. Mr. Vetstein has also been selected as Metrowest Boston’s Best of the Best Lawyers, and one of Inman News’ 100 Most Influential in Real Estate. He is the former Co-Chair of the Boston Bar Association’s Title & Conveyancing Committee. A dedicated advocate for property owners, Rich was instrumental in the passage of the Act Clearing Title to Foreclosed Properties, and has testified at the State House in support of the Rent Escrow Bill and many other landlord legislative initiatives. An intense advocate, Rich’s efforts led to the indictment of a criminal syndicate in one of the largest real estate forgery schemes in Massachusetts history.

She is an attorney and a title agent for First American Title Insurance Company and WFG in the Commonwealth of Massachusetts. Attorney Roubicek Greenman has a solo practice with a main office in Watertown and additional office in Downtown Boston. Her practice consists of a broad range of real estate-related legal matters, including commercial and residential landlord/tenant disputes, condominium association representation, general real estate litigation and commercial and residential real estate closings. Attorney Roubicek Greenman has a well-respected reputation for aggressively advocating for her clients’ goals and ensuring beneficial outcomes at a reasonable cost. She was among the first attorneys to take legal action in response to the unfunded eviction moratorium.
